Hi Doug,

I found several products online to assist with decomposing waste in pit toilets, but don't have any personal experience with any of them. They appear to be the same or similar products used for septic systems. Regarding your second question, you will probably find it difficult to get approval to dig a new pit. While many Forests have 'grandfathered' existing pit toilets, when it comes time to replace them, most Forests will not approve a new pit toilet. The Forest may also require the cabin owner to obtain approval from the local county health department, which in most cases won't approve new pit toilets either. Alternatives such as a vaulted toilet are generally approved. The advantage of vaulted (enclosed) reservoir is the waste does not seep into the ground, but the disadvantage is a higher installation cost and they have to be periodically pumped to remove the waste.
