Hello,

Our architect and I have read the USFS guidelines on remodels/additions and submitted plans for 2 historical appropriate shed dormers on each side of the North and South roof. The FS rep spoke to Heritage who said there can no NO changes to the exterior even thought the size, appearance/materials etc are per their online guidelines because the cabin is eligible to be historic (and our tract is historic).

I don't understand why they have these guidelines (which to my knowledge don't explicitly prevent changes) and then immediately prevent us from making changes that meet their guidelines.

Before we throw our hands up and become despondent, I wanted to see if any of the experience and smart minds here have some suggestions, ideas or knowledge about this. We are in the Mile Bridge, Mount Hood Oregon tract

You are correct, the USFS Historical/Heritage guidelines do allow for external changes, including additions as long as the additions maintain the historic character of the cabin. Maintaining the historical character of the cabin is subject to the judgement of the Heritage Officer for the Forest you are in, but in most cases we find they make reasonable decisions. I'm not sure who the "FS Rep" is that you are working with, but I recommend submitting your request to the District Ranger. If the Ranger does not provide a satisfactory response, ask for their response in writing, then escalate your request to the Forest Supervisor. I know for a fact other historic cabins at Mt. Hood were allowed to make modest additions to their cabin, including expanding the footprint of the cabin.
