Under the former fee system, an appraisal was done every 10 years to value the land under our cabins, which resulted in fees going up dramatically each 10-year cycle.  There were also some obvious fee inequities as a result of inconsistent appraisal results. Fortunately increases were capped for 2014 and 2015, and as of 2016 the fees have been stabilized in their current tiers. While the average permit fee under the CFA was is a little lower compared to the prior system, the CFA did not roll back the steep increases that took place in the late 1990's and from 2009-2014.  Although this means fees will not change downward, they are also not going to rise in the future other than the annual adjustment for inflation.
