1.  How much is the permit transfer fee?

2.  Is there a transfer fee if there is an heir within the will and the permit issued to that heir?

The Forest Service charges a transfer fee when a new permit is requested due to a change of cabin ownership.  In the situation you describe, the ownership changed to the heir so the permit will need to be reissued in the new owner's name.
